Samuel Caldwell Sample was born in Elkton, Cecil County, Maryland on 15 August 1796. He attended rural school, and learned the trade of carpenter. The family moved to Connersville, Indiana around 1823, where Samuel studied law. He was admitted to the bar in 1833 and practiced in South Bend, Indiana where he was also elected prosecuting attorney and a judge. Cole was born near Oberlin, Ohio and moved to Peru, Ind. in 1834. He studied civil engineering and was Miami County surveyor 1840-1841. He then studied law and began practicing in 1843. Cole served two terms (1846, 1848) in the Indiana House of Representatives as a member of the Whig Party. He married in 1850 and fathered 3 children.
